Dear Sir, I acknowledge receipt of your letter of 27 February 2006 in which you request a copy of the decision of the panel of the Grand Chamber not to accept your request for a rehearing of the above case. In reply, I would inform you that under Rule 73 § 2 of the Rules of Court the panel is not required to give reasons for refusing a request for a case to be referred to the Grand Chamber and that the letter informing you that the case will not be reheard can be considered as the panel's decision. Czyli faktycznie kapturowy sad. To gorzej niz w sadach krajowych, tam przynajmniej nie ukrywaja nazwisk sedziow, ktorzy decyzje wydali. A ja nie moge w ramach prawa wgladu do akt nawet otrzymac nieuzasadnionej decyzji? Skad opinia publiczna ma wiedziec, ze takowa decyzja wogole istnieje? Do Pana Boga sie odwolac? Rule 73 2. A panel of five judges of the Grand Chamber constituted in accordance with Rule 24 § 5 shall examine the request solely on the basis of the existing case file. It shall accept the request only if it considers that the case does raise such a question or issue. Reasons need not be given for a refusal of the request. 3. Jestem ciekaw jakiej narodowosci sa ci kapturowi sedziowie. Czy tego tez nie bede w stanie sie dowiedziec? Zobaczymy jak Europa daleko odbiega od prawa rzymskiego? Rule 24 5.
